There are two ways to get into the WoW: Forever beta. The first requires purchasing one of the two premium versions of the game from Blizzard's store. Both the Skyborne Epic Pack ($59.99) and the Warcraft Forever Collection ($79.99) will grant you beta access. Alternatively, you can leave it to chance and sign up for it on the WoW: Forever website by clicking the "Beta Opt-in" button at the top of the page.
You can check if you have access to the WoW: Forever beta by opening the Battle.net launcher dropdown menu under World of Warcraft and selecting "World of Warcraft: Forever".
The WoW: Forever beta will be split into two phases. At the start, you won't be able to go past level 20. Then, after two weeks, the level cap will be raised to level 30 and will stay there until the beta ends.
